The image on this page will give you the measurements for marking out a full size snooker table.
Marking can be done using a black or white baulk pencil. You will need a tape measure, baulk pencil, straight edge and a semicircular cut out with a radius of 11 and a 1/2 inches (292 mm).
The direction of the nap should run from baulk towards the black end of the table. Any brushing and ironing of the cloth should be done from the baulk end towards the black spot end of the table. Stratchen Stroud Cloth care hints.
